Born in McAllen, Texas on 04/23/1964, to Jose and Bertha Garcia. Joe's parents owned a small service station on N. Closner in Edinburg and it was early on that Joe developed an interest in automotive and mechanical work. While Joe was educated in the Edinburg school district, it was standing next to his father at the service station every afternoon and Saturday mornings that he learned the skills and craftsmanship of what would eventually become his livelihood.

Joe's Texaco would later become a family business that included Joe, his father and two brothers. It was Joe, however, who realized investing in technology, advertising and modern equipment could separate their service station from all the others in the Rio Grande Valley. Joe quickly learned the ins and outs of the rapid-fire growth of using the personal computer as a business resource. In the same period, Joe Garcia secured a marketing agreement with the Rio Grande Valley's number one radio station, B104 All Hit Music & More. This agreement allowed the radio station to purchase gas and maintenance for their station vans, in exchange for air-time to promote Joe's Texaco on the station's highly-rated morning show. Within a very short time, Joe's Texaco was attracting clients from as far away as Brownsville, Rio Grande City and Hebbronville.

With this significant investment in advertising and technology, Joe was able to secure funding for the purchase of six heavy-duty tow trucks. This added service provided a new source of capital for Joe's Texaco that allowed clients to enjoy $14.95 oil changes while most other service outlets were charging between $19.95 and $24.95. Joe's Texaco was suddenly “the” place to go for automotive service, oil changes and fuel. Even though the name has been changed to Joe's Master Service Center and fuel is no longer sold there, it is still very common to hear someone utter the famous slogan, “Joe knows gas!” whenever Joe Garcia walks into a local business.Under the guidance of Joe Garcia, Joe's Master Service Center is now a million-dollar Corporation with roots firmly planted in the Rio Grande Valley.
